Compare responsibilities before comparing rates
Turnkey and labour-only are ways to allocate work and responsibility. Neither label guarantees a particular quality, total price or completion date. The written scope and the people delivering it matter.
What does labour-only mean?
In a labour-only arrangement, the contractor supplies the agreed labour scope while the owner typically retains responsibility for materials and other excluded tasks. Design coordination, procurement, storage, wastage, specialist trades and supervision need explicit allocation.
The term is sometimes used loosely. Read the actual proposal rather than assuming it includes every trade from foundation to painting.
What does turnkey mean?
A turnkey scope coordinates more of the project through one team, potentially covering design, procurement, execution and handover. It still needs written inclusions and exclusions. Government fees, utilities, external works and interiors are not automatically included simply because the word turnkey appears in the heading.
Compare the same complete scope
For each option, identify who handles:
- Architectural and structural design coordination.
- Required submissions and statutory fees.
- Materials, delivery, storage and acceptable alternatives.
- Site supervision, inspections and test records.
- Specialist work, finishes and external infrastructure.
- Programme updates, variations and defect resolution.
- Handover documents and warranty obligations.
Do not compare a labour-only rate directly with a materials-and-labour construction package. First add the separately arranged work and the resources required to manage it.
Consider your availability
Owners managing procurement need time and technical support. Owners working remotely may prefer a coordinated scope with clear reporting and a local review arrangement. Discuss who will make decisions and how work is verified under either model.
Review price risk explicitly
Fixed-price, measured-quantity and cost-plus arrangements allocate price risk differently. Ask how changes, unforeseen conditions and material substitutions are treated, and agree the process in writing.
