Stage 1: Document Preparation (4–8 Weeks)

Before any construction begins, ensure your land documents are in order. Banks won't finance construction without clear title, and approval authorities won't process plans without proper documents.

Documents you need:

  • Patta / A-Register Extract — confirms you are the registered owner
  • Sale Deed / Mother Deed — chain of title from original owner
  • Encumbrance Certificate (EC) — proves the land is free of encumbrances for 15–30 years
  • FMB Sketch (Field Measurement Book) — survey map from revenue department
  • Tax Receipt — property tax paid receipt
  • Chitta — if land was previously agricultural (Tamil Nadu specific)

Your tasks this stage:

  • Visit the Sub-Registrar's office or hire a document agent
  • Get a lawyer's opinion on title clarity (costs ₹5,000–₹15,000, worth every rupee)
  • Apply for EC online via Tamil Nadu's registration portal

Common issue: Missing links in the mother deed chain. If someone bought the land in 1985 and no sale deed was registered for one transfer, this must be rectified before you can proceed.

Stage 2: Design and Planning (3–6 Weeks)

This is where your vision becomes a technical document.

Engage a licensed architect. In Tamil Nadu, only architects registered with the Council of Architecture can submit building plans for approval. Your structural engineer must also be a licensed engineer.

What the architect prepares:

  • Site plan (showing your plot with setbacks marked)
  • Floor plan for each level
  • Elevation drawings (front, rear, side views)
  • Section drawings (cross-section showing storey heights)
  • Area calculations (built-up area, setbacks, FSI calculations)

What you should provide the architect:

  • Your wish list: number of bedrooms, bathrooms, car parking, pooja room
  • Any Vastu requirements
  • Future plans (will you add a floor later?)

Stage 3: Government Approvals (8–16 Weeks)

This is the stage that causes the most anxiety for homeowners — and the most delays.

Who gives approval?

  • Chennai Corporation (GCMC) for plots within city limits
  • CMDA for larger plots or multi-storey in CMA
  • DTCP for plots in Kancheepuram, Chengalpattu districts

What you submit:

  • Completed application form
  • All land documents
  • Architect-signed building plan sets (5–6 copies)
  • Structural engineer certificate
  • Soil test report (for multi-storey)
  • Application fees (varies by built-up area)

Timeline:

  • Application scrutiny: 30–45 working days
  • Site inspection: Happens during scrutiny
  • Approval issue: 60–90 days total from submission

Common rejection reasons:

  1. Setback violations in the plan
  2. Exceeding FSI limits
  3. Missing structural engineer certification
  4. Outdated encumbrance certificate (must be within 3 months)
  5. Plan measurements not matching plot dimensions

Do not start construction before approval. The fine isn't the only risk — Chennai Corporation has issued demolition notices for unauthorised constructions.

Stage 4: Site Preparation (1–2 Weeks)

Once approval is in hand, site preparation begins.

Activities:

  • Plot demarcation — Surveyor marks exact plot boundaries using FMB sketch
  • Compound wall — Many owners build a temporary or permanent compound wall first for security
  • Site office — Small temporary structure for contractor's team
  • Borewell — Essential; drill the borewell early as drilling takes 2–5 days and water testing adds more time
  • Temporary EB connection — Apply to TANGEDCO for construction power supply (takes 2–4 weeks); don't delay this application
  • Topsoil excavation — Remove top 300–600mm of vegetable/organic soil before marking foundation

Borewell reality in Chennai:

  • Depth: 80ft to 400ft+ depending on area (OMR areas often need deeper wells)
  • Cost: ₹150–₹250 per foot
  • Water quality: Get tested — some areas have high TDS requiring filtration

Stage 5: Foundation and Structure (8–16 Weeks)

This is the most technically critical stage. The quality of your foundation determines the lifespan of your building.

Foundation sequence:

5a. Soil Testing

If not done already (it should have been done before design), conduct a borehole soil test. Cost: ₹8,000–₹20,000. This determines:

  • Soil bearing capacity → decides footing dimensions
  • Water table depth → decides whether waterproofing is needed
  • Soil type → determines concrete grade requirements

5b. Layout and Marking

Column positions are marked on the cleared plot using a theodolite or total station instrument. This must exactly match the approved drawing. Any deviation at this stage compounds through the entire structure.

5c. Excavation

Foundation pits dug to the required depth (typically 5ft–8ft below ground level for two-storey homes in Chennai).

5d. PCC (Plain Cement Concrete) bed

A 75–100mm layer of M15 concrete laid at the bottom of each pit. This creates a clean, level base for reinforcement.

5e. Reinforcement and Footing Concrete

Steel cages for footings are fabricated and placed. Concrete (M25 minimum) is poured and cured for 7–14 days.

5f. Columns (Ground Floor)

Column reinforcement (vertical steel bars) is placed and concrete poured. This is a critical quality checkpoint — the steel cage layout must match the structural drawing exactly.

5g. Plinth Beam

A connecting beam at plinth level ties all columns together. Filled with soil or aggregate up to plinth level.

5h. Plinth Level

Ground floor level is established. The finished floor level (FFL) should be 450–600mm above the road level to prevent flood ingress — a critical consideration in Chennai.

Quality checks at this stage:

  • Cube tests: 3 concrete cubes taken from every pour and tested at 7 and 28 days
  • Steel test certificates: Verify brand and grade match specifications
  • Cover blocks: Ensure adequate concrete cover over steel (minimum 25mm)

Stage 6: Structural Frame — Slabs and Upper Floors (6–10 Weeks)

For each additional floor:

  • Column extension (next storey columns)
  • Beam reinforcement and shuttering
  • Slab reinforcement
  • Concrete pour for slab
  • Curing: 14–21 days minimum before striking shuttering
  • Brickwork for that floor can begin after slab cures

Key milestone: After the roof slab of the topmost floor is cast and cured, the structural frame is complete. This is a major celebration point in Tamil culture — the "topping out" or kudi-varum ceremony.

Structural quality checkpoints:

  • Shuttering must be properly propped — under-propped shuttering leads to slab deflection
  • Concrete mixing must be supervised — no excess water
  • Slab thickness must be as designed (100mm–125mm typical for residential)

Stage 7: Finishing Works (12–20 Weeks)

This is the longest stage and involves the most trades working simultaneously. Poor scheduling here causes cascading delays.

  • Electrical and plumbing clash (they must coordinate)
  • Paintwork damaged by subsequent trades

Stage 8: Handover and Occupancy Certificate (2–4 Weeks)

Before moving in, ensure:

  1. Permanent EB connection — Apply to TANGEDCO with completion certificate and approved plan. Takes 2–6 weeks.

Final punch list (before accepting handover):

  • All switches, sockets, fans working
  • All plumbing points flowing, no leaks
  • All doors and windows opening smoothly without binding
  • Terrace drains functioning, no standing water
  • Floor tiles fully grouted, no hollow-sounding tiles
